and it's for their son, AND the vehicle is paid in full, can he pay liability only? Can she FORCE him to continue full coverage if she owe's nothing on the vehicle? Yes, I think so. Liability insurance is expensive when there is a teenage driver. I think the courts, at least in Franklin County, Pennsylvania, would require full automobile insurance coverage.

That is what controls.
Actually, when there's still a lien on a car, the lienholder will require comprehensive insurance since it's their car too.
If the agreement didn't state specifically what type of coverage and the only one you are required by law to have is liability then I guess that would be right. You would have to go to court to have your agreement amended.
